Mandated Benefits Review - Senate Bill 499 - Bill Overview

Senate Bill 499 requires that optional benefits be offered to purchasers. In its present form, it does not require the purchase or coverage of these services. This bill would require that "all health insurance policies providing for reimbursement for medically necessary services shall also offer optional health insurance benefits payable with respect to home health care in accordance with a home health care plan of treatment." The bill requires that, in order to qualify for coverage, the home health care must be "medically necessary" and be in a written plan of care established and prescribed by a physician. Home health services would include nursing care; physical, occupational and speech therapies; and social worker and home health aide services provided by a Medicare-certified home health agency.
