Administrative & Revenue DataSecond quarter 2025 inpatient and ambulatory/outpatient administrative and revenue data are available for purchase. Third quarter 2025 data is scheduled to be released April 2026.

Financial DataFiscal year 2024 financial data for hospitals and ambulatory surgery centers is available for purchase.

New PHC4 Council Member

PHC4 welcomes Ms. Elizabeth Venturino as a new Council member. Ms. Venturino, Senior Director of Data Governance for the UPMC Health Plan, was appointed to the Council on November 3, 2025, by Governor Josh Shapiro to serve as the commercial health insurance representative.

Hospital Performance Report

The new Hospital Performance Report displays hospital-specific performance and utilization results for Pennsylvania hospitals for 17 common medical conditions. Risk-adjusted in-hospital mortality and 30-day readmission ratings, as well as volume of cases and hospital charges are reported for patients discharged from October 1, 2023 through September 30, 2024. Changes in statewide rates from 2019 to 2024 are also examined.

The Financial Analysis 2024 – Volume Three report is the third of a three-part series of facility-specific financial reports published annually. This volume includes statewide and hospital-specific information about the financial health

of Pennsylvania’s rehabilitation hospitals, psychiatric hospitals, long-term acute care hospitals and specialty hospitals (non-general acute care hospitals) during fiscal year 2024.

The annual Financial Analysis 2024 – Rural Hospitals report displays information specific to general acute care hospitals located in Pennsylvania rural counties. This is a supplementary report to PHC4’s Financial Analysis report series focused on the financial health of rural county hospitals.

County-Level Health Care Reports

Information on specific health conditions and the utilization of health care services within each Pennsylvania county are provided in public reports on PHC4’s website. Whether you are a health care professional, policymaker, researcher, or a concerned citizen, these reports supply essential data to support evidence-based decision-making and analysis within our local health care systems. County-Level Utilization Reports

PHC4’s County-Level Utilization Reports, which show the overall total number of inpatient hospitalizations and ambulatory/outpatient cases, have been updated with second quarter 2025 data. These reports display county-specific volume of cases for Pennsylvania residents by patient age, sex, and payer.

County-Level Condition Specific Reports

PHC4’s County-Level Condition Specific Reports, have been updated with new data covering the period July 1, 2024 through June 30, 2025. These timely reports focus on several high interest conditions and display county-specific rates of hospitalization for Pennsylvania residents who were treated in Pennsylvania general acute care hospitals.

Neighborhood Opportunity & Racial/Ethnic Disparities in Maternal Morbidity

Irene Headen, PhD, MS, is a Professor of Black Health at the Department of Community Health and Prevention, Dornsife School of Public Health, Drexel University. Dr. Headen and her research team used hospitalization data from the Pennsylvania Health Care Cost Containment Council (PHC4) for a research study entitled, Neighborhood Opportunity & Racial/Ethnic Disparities in Maternal Morbidity to evaluate the risk of severe maternal morbidity and postpartum hospital readmission for patients admitted for a delivery. The team also studied the impact of socioeconomic and neighborhood characteristics on these outcomes. Dr. Headen described the results of her study stating, “These findings suggest that neighborhood factors are important for improving maternal outcomes, but determining the specific type of intervention will be essential since it is not necessarily lack of resources or access to transit that is driving adverse outcomes.”

Self-Pay Record Verification Process

PHC4 provides hospitals an opportunity to verify fiscal year 2024 self-pay records used by the Pennsylvania Department of Human Services for the Extraordinary Expense Program of Pennsylvania’s Tobacco Settlement Act (Act 77 of 2001). Hospitals may verify records through February 16, 2026.
