New Publications from PHC4
Outpatient Procedures Report
The Outpatient Procedures Report displays the volume of cases performed at Pennsylvania hospital outpatient departments and ambulatory surgery centers for ten procedures that commonly are performed in an outpatient setting during calendar year 2025. These ten procedures include: Carpal Tunnel Release, Cataract Procedures, Ear Tube Insertion, Endoscopy – Lower GI Diagnostic, Endoscopy – Upper GI Diagnostic, Gallbladder Removal Laparoscopic, Hernia Repair Abdomen, Hernia Repair – Groin, Tonsil and Adenoid Removal, and Urinary Tract Stone Removal. New to this year’s report is an interactive display, supporting stakeholders by enabling ease of access and understanding of the report components. This new online resource allows users to quickly locate facilities, access quality metrics, and identify choices.
Financial Analysis 2025 – Volume Two Ambulatory Surgery Centers
Financial Analysis 2025 – Volume Two report is the second of a three-part series of facility-specific financial reports published annually by PHC4. This volume includes statewide and facility-specific information about the financial health of Pennsylvania’s ambulatory surgery centers (ASCs) during fiscal year 2025 (FY25). The report shows that in FY25, Pennsylvania ASCs posted a 27.34% operating margin and 27.22% total margin.
Common Procedures Report
The Common Procedures Report presents information for Spinal Fusion, Total Hip Replacement, and Total Knee Replacement procedures performed during October 1, 2024 through September 30, 2025 in Pennsylvania acute care hospitals, hospital outpatient departments, and ambulatory surgery centers. The report displays volume of cases for inpatient stays and outpatient encounters, as well as hospital-specific ratings for complication and postoperative length of stay for inpatient hospitalizations. Statewide trends and statistics are also examined, as well as Medicare payments for inpatient hospitalizations. New this year is the inclusion of an interactive map to explore procedural case volume at each facility.
County-Level Health Care Reports
This publication is accompanied by two new featured resources designed to increase transparency and improve access to timely information. Information on specific health conditions and the utilization of health care services within each Pennsylvania county are provided in public reports on PHC4’s website. Whether you are a health care professional, policymaker, researcher, or a concerned citizen, these reports supply essential data to support evidence-based decision-making and analysis within our local health care systems. We invite you to explore these reports to better understand key health care statistics in your area and contribute to the improvement of our state’s health care infrastructure.
One of the new resources released with the County-Level Utilization Reports is an interactive map designed to improve data transparency through engaging, easy‑to‑understand visualizations. Users can locate their county on the map and quickly access relevant PHC4 data. This tool supports faster, more intuitive exploration of information across Pennsylvania. Additionally, new downloadable Excel datasets allow researchers, policymakers, and local organizations to efficiently manipulate, filter, and analyze population counts for independent tracking and reporting. Together, these features expand the reach and usability of the reports for communities statewide.
County-Level Utilization Reports
PHC4’s County-Level Utilization Reports, which show the overall total number of inpatient hospitalizations and ambulatory/outpatient cases, have been updated with first quarter 2026 data. These reports display county-specific volume of cases for Pennsylvania residents by patient age, sex, and payer type.
Stakeholder Support

The Data Literacy Action Summit
PHC4 was invited to participate in The Data Literacy Action Summit: Weaving Data Fluency Across Disciplines for Civic Impact, a statewide data summit, jointly hosted by the Pennsylvania Department of Education and Data Science for Everyone. The summit offered an opportunity for PHC4 to connect directly with Pennsylvania teachers and school administrators to demonstrate how its own fact-based data and reporting can be brought into the classroom. To support the summit’s goal of embedding data fluency across schools in Pennsylvania, PHC4 highlighted its newly expanded, free data literacy educational modules, designed specifically to meet the standards for Science, Technology & Engineering, Environmental Literacy & Sustainability (STEELS) being implemented across the state. These materials allow students to practice data analysis using real-world data from PHC4.
Council Hears from Pennsylvania-based Federally Qualified Health Center (FQHC)
Dr. George Garrow, Chief Executive Officer of Primary Health Network, addressed the Council at its September meeting. He outlined the FQHC’s efforts to meet the needs of its patient population, which is predominately located in rural Pennsylvania. Dr. Garrow also shared the adjacent Vital Conditions graphic and explained how the organization uses data to help the people they serve reach their full potential.

Connecting Science, Technology, Engineering and Mathematics (STEM) Educators & PHC4 Resources
Increasing data literacy is a shared goal for both PHC4 and the Pennsylvania Department of Education, a point reinforced during a recent presentation from Stacie Isenberg, Curriculum Specialist, Armstrong Indiana Intermediate Unit 28. In August, she delivered valuable insights for the Education Committee regarding the support PHC4 can provide to those charged with developing curriculum that increases data literacy in STEM education. PHC4’s Education Committee members immediately considered this connection as an opportunity to build collaborative relationships across the Commonwealth, specifically through the 29 Intermediate Units already established. PHC4 welcomes those invested to access developed resources and publicly available datasets at phc4.org or connect with us directly at .
